Description

RM6393 offers a way to buy specialised tactical communication and information systems. 

It expands on the offering under lot 1c of the RM6116 Network Services 3 agreement to include:

  • hardware
  • software 
  • associated design, implementation and support services

This is an 8 year open framework. It will reopen twice to onboard new and innovative suppliers.

The following 3 lots can be used.  

  • lot 1: services
  • lot 2: systems
  • lot 3: components

Agreement length 

The open framework will last 8 years in total.

Framework one (1) is for a term of 36 months. The estimated contract dates are 26 June 2026 to 25 June 2029.

Framework two (2) is intended for a term of 36 months. The estimated contract dates are 26 June 2029 to 25 June 2032.

Framework three (3), which is the final framework, will last 24 months. This is subject to framework two (2) lasting the full term. The estimated contract dates are 26 June 2032 to 25 June 2034.

Carbon Reduction

All suppliers have committed to comply with Procurement Policy Note 006, 'Taking account of Carbon Reduction Plans in the procurement of major government contracts' as required. If a supplier is required to publish a carbon reduction plan, you can find it on their individual supplier details page.

How to buy

When buying through this agreement, you must use an award with competition route. This framework offers 2 competitive selection process options: A and B. 

You may use either of these options for any lot.

1. Competitive selection process option A 

Competitive selection process option A is a “standard competition” process.

Use this when you would like to invite suppliers to submit a tender in writing for each proposed call-off contract. You invite suppliers by sending written notice by email to each eligible supplier.

Under option A, you can choose one of the following competitive selection processes:

  • single stage competitive selection process
  • two stage competitive selection process
  • multi stage competitive selection process 

2. Competitive selection process option B

Option B is a catalogue enabled competitive selection process. It’s also sometimes referred to as a ‘swift buy’ option because it is more streamlined. It allows buyers to filter, compare and select the best supplier offers from a catalogue. The shortlisted suppliers then take part in a mini competition. 

Use option B when you require suppliers to upload a service offer to the nominated digital platform for each proposed call-off contract. You can invite suppliers to submit tenders by sending written notice by email to each eligible supplier.
